§. III. Army Minister
Art. of IV. Appropriate Occupation maximizing. Time occupying principle.
This principle applies not only to this branch but to all others
of the public
Understand by the Time-occupying principle that which prescribes
the keeping the largest possible proportion of the time of the functionary occupied in the
duties of his situation. It has for its object not only the encrease
of the quantity and quality and value of the service extracted from him, but
the keeping his mind from being occupied by occupation of an
absolutely and relatively, at least or comparatively pernicious character or tendency.
This principle applies not only to the this present situation branch but to almost all
every other branches employment in the public service. The only one to which
it is not applicable is that which is so near of him to it namely
the radical branch section of the military Army service. Of this difference
the reason is obvious. In the case of the radical branch the
military employment is only the accessary; all other employments
constitute in the instance of each individual the his principal employment: In the case of the stipendiary branch employed in the
military occupation for as large a portion of the time as in the
stipendiary service is and accessary he a man would starve.
In the case of the stipendiary branch it is the principal or rather sole employment:
by no quantity of time that can be employed in it
could the quantity or value of the matter of subsistence possessed and
enjoyed by the functionary be lessened: for from all such care
he is relieved: relieved namely by the pay attached to his retention.
