Art. or VI. Hardship minimizing principle.

Of this principle This again is another of the principles
in the application of which a remarkable construct has place
according as they are applied to the case of the radical
or to that of the stipendiary force. In the case of the radical
force so far as regards the individual functionary, this hardship is at its minimum: in the case of
the stipendiary, particularly in active service, at its maximum: radical the preparatory
in time as well as place so narrow is the field in the one case, so wide
in the other. To the radical his preparatory exercise is a pastime – and into actual service against
an enemy he can not be called without being made to pass
in effect and habitual action and effect from the use of it those his
contrasted opposite branches of the military services to the other. To the
stipendiary, even the preparatory exercises are by no
means exempt from hardship, more particularly in the salary
class in which it is in no inconsiderable degree more: so
severe as to be it is said, fatal to health and thence to life
on the part of no inconsiderable proportion of the number of those
who are thus trained: as to the actual service the
hardships to which it subjects is exposed the functionary in this line
are too obvious and too obvious to need any public action.

The Again: as to the hardship to the public at large the
hardship to which it would be subjected if in too large a proportion
individual persons located placed in the situation in question in such sort
as to be by the amount of the amount of the service rendered in this shape precluded
from rendering services in more valuable shapes in what it would be more valuable:
if a functionary whose labour were by office attached to
other occupation were in any proportion to give them up for the
purpose of being employed in this. Scarce can any other public
function be named in regard to which the public would not be losers by his
in the radical military any quantity of time which he would otherwise
have executed on his
own.
