Constitutional Code
Art. In regard to pay it will be considered consideration will be had
whether in regard to Privates as well as Erudite Officers
the regard to justice and the benefit to this most essential branch of the public
service may not render compatible with reconcile with economy the giving
encrease to pay in some proportion to length of service
in the situation of Private independently of advancement in
rank: and this with a view to encouragement the voluntary
continuance of in men in whose whom instance appropriate aptitude
has received encrease from exercise of habit and experience.
Remuneration
Merit and Demerit Registers
Art. On this occasion it will be considered whether
in this view in each Regiment two corresponding and opposite Registers
under the n some such name as that of Registers of Merit
and Demerit may not be of use: entry being made in the Demerit
Register entry being made of such instances of transgression delinquency too slight
for separate punishment.
18. In the same manner when the number desirous
to be kept is greater than the Government is desirous to discharge
are ascertained those who shall actually be kept.
19. As to the case where the number of those desirous
to be discharged is greater than the number actually discharged
relief of the number of those be not too great might be afterwards
given to them, all at once or gradually according to
their number by entering adding that same number to
that of the volunteers subsequently , and proceeding
as above.
