§. 2. Leading Principle

Art. Radicals For minimizing minimization of the expence
in this case the course to be taken will be to look over the
list as above of such efficient causes of demand for expense as
have place in the case of Stipendiaries, of the aggregate
of which no more than a small part will be seen
to apply to the case of the Radical branch.

In the list above given of the sources of expense
in the case of Stipendiaries, a star * affords indication points the attention to
of those which may be found not to have place in
the case of Radicals.

Art. An item which, on this occasion can not by any
economy be denominated out of the list of sources of expense, is the time that must be employed in having the
art of performing those preparatory exercises which are
will be belong in common to those two branches
of the military service, and which have for their object
the acquisition of that skill appropriate aptitude in that shape
in which by being rendered apt the performance of the exercise this species of gymnastic exercise
can the company of his friends and countrymen countrymen and friends to a man
will be rendered in a certain degree apt for the eventual performance
of it in the presence of, and in opposition to for the purpose of defence against a
hostile force.
