Where the official service in consideration of which the pay
is given and received is the just mentioned continuous service, and
no part of the service performed, the office is present
in sinecure; and the act of receiving the the pay – that act of
maleficence which should be instead of being for that made punishable
or otherwise, as it ought to be prevented is, by the negative
or positive agency of government authorized might be
denominated sinecurism.
The sort of office, in virtue of which depredation to he
vastest extent in the shape of sinecurism is produced, is
that in which the situation of souls is the service on pretence
of which the money is obtained: while in truth no such service labour is
is performed I do not say with that effect what I do say is but not so much
as for any such purpose.
