Constitutional Code Bankruptcy &c

Art. Employment maximizing principle.
By the employment variation -maximizing principle understand which
prescribes the giving to this class of the public functionaries
the greater employment the greatest that may be in quantity
and even the most varied in shape and quality: and this not only in the
exercise of the direct and main and characteristic function operation of those functionaries
but in those of more particularly belonging to the business of any such
of other branches of the public service do in the business of which those
are capable of being without detriment to service in this employed to or for inclusion the Preventive
Service and the Navy Service.

How to make application of this principle to the greatest
advantage, and the particular shape in which the advantage is obtainable
advantage will be endeavoured to be shown in its place.
