Efficient causes – cooperating & mutually-assistant
causes – causes of destruction, or say
obstacles – uninfluencing circumstances –
all these are takne in hand and the character
of efficient causes, single or conjoint
according to the side which the man in
question has happened to take. The form
Perform the analysis of this heap to assign
to each circumstance its place in the
just mentioned divisions is a task for
which few in comparison have had at the
same time the courage to undertake & the
capacity to undertake & perform to advantage.
Turn now to the English Constitution.
Behold there two bodies called elsewhere Chambers –
in England Houses – Ask as now – Englishman
which is the Second Chamber
– he will naturally point to the H. of Lords.
Why to the H. of Lords? Answer –
Because it is not till after that
part of the business which has been
done in the House commonly takes
its commencement: the H. of Commons
being the House in which that
business – namely the money-procuring
business whic without which scarcely
can any other business take its commencement
or at any rate arrive at consummation must
take its rise. Thus much as to the order of importance
at present in modern times & for some ages.
