Evidence of J. W. Warren
Esq.
In a word a complete
system of neglect.
As to expense
In case of embezzlement
proceedings left to the
discretion of the Attorney
General — a functionary
interested in maximizing
the number and
expense of suits.
Ever since 1818 concurrent
negligence of the
founder and superintenders
of the institution.
Sole object patronage.
Under this fostering care
will the institution
continue so long as
the founder retains
his present high situation.
At any rate he fails

3. addition to number
of days in which he
is supposed to be
employed in the
fee-gatheringproducing business.
By all these jobs he has
stretched out the hand
of fellowship to all
jobbers.

sent out to
gather in the tribute
of praise and popularity
for his own
behalf.
