☞ For Heading put Needfulness of the Observations
Here ends the threat of those Observations. Now
this for defence against them, what is the course that
will be taken on the other side? taken by him his Lordship,
and the persons, learned and unlearned, who on this occasion stand attached
to him by a community of sinister interest.
Two courses, and no more lie open to them: silence
or a war of diversion, created by a war of
sort of Guerilla war carried on arrows that at
levelled at the person of the author of those charges.
These two, I say, and no more: for as to close
reasoning, separately and distinctly applied to the
several charges, the reader is now in a condition to
judge whether it be in the nature of the case that by
any body it should be attempted that any one should
be found to attempt it.
The general and all comprehensive charge, in which
all the others are summed up is inaptitude for the function
he has so largely exercised, and threatens to continue
in the exercise of – no less than the function of a legislator
originator of legislative enactments, and those clusters
of them which are known by the name of institutions.
Of the particular charges comprized in this sweeping
one, this of which the Bankruptcy Act is the subject
matter is but one.
Four proposed Institutions In addition to those Institutions which
for their creation and support – namely such as the London
University and the Useful Knowledge Society, four In
four Institutions which within the creative power of individuals uninvested with legal power to the establishment of which same that
same power is has been or would be necessary, point to him as their
