On Brougham's Bankruptcy Courts ☞ Quere whether employable.

A man functionary who feeds upon evil, and means to preserve
keep as much of it as is possible for use, professes the
endeavour to introduce the opposite good.

A man who feeds upon abuse, professes moves to
bring forward the opposite reform.

When, thinking to give stability to the main body
of the existing system of efficient depredation, and at
the same to establish a reputation for the virtue by which
it that abuse is abhorrent, brought forward his famous
Bill measure, he stamped Economy on the face title of it. Professing
to touch teach f and preach and teach frugally, under cover
of those professions he laid down principles, of which the
transfer of the whole practice of the country from the hands
by which the whole of it was produced to the hands by which
no part of was had been produced would have been the sure and
incontrovertible consequence.

When wishing to appear desirous of making the law
acceptable knowable in appearance to all, in reality and at the same
time to prevent it from being made so, Sir Robert Peel
when Home Secretary, employed a set of lawyers, in put
tying together Acts of Parliament in small unconnected bundles
leaving untouched the imaginary Common Law – that imaginary substitute
to law which in so far as a factitious entity could
be made was made by Judges. To this was given
the name of consolidation: and whether as mischievous maleficent
or as impracticable is as both or one – that operation by which when that which was professed to be
armed could in the nature of things be effective – in one
word Codification – all-comprehensive Codification was
pronounced visionary and impractical ; and lest it should
the performance of it should be prayed for and granted is
probated and protested against as mischievous.
