When hearing the factitious expense and delay of the he complained
of, he feared that lest the obvious means would of remedy
would be called for and applied, Lord Brougham came stood
forward forth and under the notion of putting an end to the plunderage
brought forward a sure plan for the encrease of it.

Thus is is that be the abuse what it may, those
whose wish it is to to perpetuate it stave off reform has two ways of going to
work: one is, to openly to oppose all reform: the other is, to propose
a sham reform, by which the abuse will, as far as
possible be protected and confirmed, and if possible encreased.
The direct course any blunderbuss decrees is equal to: the indirect, which is the surest and safest requires talent and ingenuity.

Would you establish preference and depredation? Profess
and preach economy. Would you keep justice inaccessible to
all who can not afford to buy it, profess to facilitate the
access to it. Would you keep up and if possible heighten
the plunderage made by lawyers? Make believe you are
cutting it down.

Lord Brougham is indefatigable. He Instead of
one Judicature and system of Procedure for all sorts of suits, he brings upon the carpet
a Judicatory with five systems of Procedure for the same
or so many different sorts of suits, leaving the remainder
of the aggregate mass of divided from among the thousand and one sorts of judicatories
which he finds in operation. At Astley's Theatre one of the extra scenes used to be, the heart of a great Devil opening, and a swarm of little ones issuing out of it. That scheme having been exposed and covered with the so merited disgrace he abandons
it.

He turns his eyes to the Judicial establishment by
which cognizance is taken of insolvency when by professional and judicial fruit clothed with the
name of bankruptcy: leaving it untouched, when it is taken
in hand under its own name. Not No need is there for two
or more different sorts of Judicatories, or even one separate
judicatory, for this sort of suits than there is for as many each one of
different sorts of suits as may be imagined: that is to say
for as many different & distinguishable sorts of service as can be demanded at the hands
of a Judge, multiplied, or not multiplied by the number of grounds
