the result Causes. I. Looseness Inefficiency of the preliminary direct and necessary examinations. II assurance
of exemption from all postliminary scrutiny. Causes of this inefficiency
— Judicatory single-seated, acting in secret: Judge having no
interest or aptitude, liable and apt to have a sinister interest in
in aptitude of the candidate, i.e. in favour of an inapt candidate.
Examinations indirect are those in the Universities for degrees. But
these are not necessary — In neither Univ. do they embrace all the elements
