IV Discipline
Ch. Duties
§. Negative
Part 3. P

1

§.1.
Part 3

1
To these positive duties
may be added the
negative do — Positive
duty consists in performance,
negative do
in abstaining. p.1

2.
General and special
negative duties —
a distinction requiring
here to be
brought to view.
p.1

3
General negative
duties — the abstaining
from improper
acts at large — Special
negative duties the
abstaining from
improper acts a man
is not capable of
committing unless
in possession of this
office. p.1

4
[Of special duties the
only one needing
separate description
is obtaining money
under false pretences
by not rendering
or intending to render,
the services in question.] p.2

5
Exemplifications of
this fraud designated
by the words — Sinecurism
— non-residence,
Pluralism. p.2

§.1.
Part

1
1. In case of sinecurism
a fund being
established to be distributed
in stipends
for teaching the people,
the sinecurist
receives a part of
the fund, while no
service is given or
can be received as
there is no congregation
expecting it.
p.3

2.
2. Non residence —
A stipend being appointed
to defray
the expence of instruction
to the persons
of a certain place,
the non resident
receives the stipend
without rendering
the instruction, or
even residing in the
place. p.3.

(a)
Virtual residence
as good as actual
where he performs
all the duties — not
so good where the
performance of his
duty falls short as
above. p.3

3
3. Overpay. The
labourer receives
more pay than he
has need of, while
many others who
perform as much
duty as himself are
in comparative or
absolute indigence.
p.4

4
In this abuse are
interwoven two
evils, excess & deficiency.

1. of excess the evils are
not from the waste alone
but a man is rendered
less fit for his duty.

2. of indigence the evils are not so plain, but
must be great and real in the eyes of the clergyman.

4 In case of plurality
the stipends
two or more allotted
to different ministers
under the notion
of each being
sufficient, are given
to one. When one
minister was allotted
to each parish,
it was supposed that
the duty required
a man's whole time
or that at least no
two benefices could
be conjoined with
advantage, without
defalcation of the stipend.
attached. But
here so many parishes
&c. are made
to pay for part of
a man's time, as
if they received
the whole. p.5.

Thus deficiency of
service and redundancy
of pay are united
in one case. p.5.
