services to go without

Answer No. They do
receive their reward
in better proportion
than could be settled
by any law — viz. —
services of undefinable
amount, & character
secured by
respect and gratitude.
This a natural
and considerable reward,
& it is only
in default of this,
that factitious do
operating as punishment
on the public
should be bestowed.
