The above rule of minimization
if observed
will produce on the part
of the minister of each
church as compared with
any other equality, on
the part of the aggregate
mass, equality of

it is either 1. by excess
on the part of some of
the allotments, while

the proper rate, 2 do
while the others lie below

A. has ₤20,000 per annum;
B's in any number
less than 20 — A who
does what is of no use
has ₤20000 per an: B. who

C's who do much — have

& the quotient
is not chargeable with

noxious or not, he

in the hands of the King
& ruling few. And thus
whether private vice
goes on or not, public
corruption proceeds
with the most perfect
gravity, without scandal,
or danger of that
punishment from
the moral sanction,
by which vice and
mischief is checked
