the quantum of pay

that of the latter exceeds
that of the former
to a certain degree, it

diversion from his
duty.

reason for a higher
rate of pay is that
all ulterior qualifications
are necessary and that
the course taken for
security these, are
effectual. But this
course being wrapped
in darkness such proof
