Ch. 9. Parish
§.5. Practice Anglice
Part

§.5. Practice Anglicé
Pt 7 Parsons Justice.

1
The mischief from
political power in
general, except as
excepted, has been
brought to view in
general terms; remains
to be shewn
the mischief of the
particular branch
in question. p.1

2
The Parish Priest is
from the nature
of his situation,
a mediator between
the magistrate and
the poor and most
numerous class of
justiciables. p.2

3
Proportioned to the
magnitude of the
power, is the temptation
to abuse it.

4
Armed with the powers
attached to this
judicial, and even
administrative
office, various are
the sinister interests
which tempt the priest
to use them. p.3.

5
Among causes brought
before him, are those
for recovery of tythes.
Tho' a priest would
not sit on a cause
where himself is concerned,
yet if Revd. A.
& do B are both in the
commission, they
may easily arrange
that A. should decide
in B.'s case, & vice
versâ. p.3

§.5. Practice Anglicé
Pt Parsons Justice.

6
By this situation
of tythe owner, he
is placed in a situation
of natural
hostility
with all his flock,
by the powers inherent
in his judicial
office, facilities
for the commission
of injustice will
frequently be put
in his hands,
and if he be ordinarily
prudent
without any danger
of punishment
or much of scandal
he may gratify on
his adversaries any
dissocial passion
their opposition
may have given
rise to. p.4

7
Parish Priests not
being the only
tythe collectors, this
unhappily is not
peculiar to the
magistrate-priests
p.5.

8
Nor is every priest
a tythe owner. p.5

9
But besides the producers
of tythable
produce, the priest
when a magistrate
finds subject to his
jurisdiction, various
persons towards
whom his sacerdotal
function has
placed him in a
state of hostility.
p.5

10
Ex. gr. the sectary
of every description
and perhaps these
may, in some counties,
outnumber
the orthodox. p.5.

§.5. Practice Anglicé
Pt. Parsons Justice.

10 (a)
By the opposition
to the Catholic claims
the parish priest
has in Ireland
been set at opposition
with 3 or 4
millions of Catholics,
and their
supporters in England.

By the disingenuous
opposition to Lancaster's
plan, the priest
has been placed in
the same state
towards 1/5 of the
population of England. p.5.

11
Towards men who
with such causes
of factitious respect
will be apt to add
so few natural ones
— towards men so
burthensome, & so
arrogant, deficiency
in the respect termed
due to the cloth will
often be observable.
Individuals who
manifest such
deficiency, will be
apt to present themselves
to these ill-
chosen repositories
of political power
as disaffected persons.
p.6.
