Absolutely taken,
all power is an evil.
Where wills are opposite,
the pleasure
of the exerciser does
not counterbalance
the pain of him over
whom it is exercised.

one, in the instance
of non-adults,
— to their very existence.

power — Compared
with anarchy, it is
a lesser evil, & necessary
