In the infancy of
society, the difficulty
was to create, in the
early stages to preserve
governments.

consists in keeping it
within it's proper bounds.

is hopeless: under
the British constitution
the continuance
of it becomes every
day less precarious.

sense, but not to the

need of at bridle which

found strong enought
to prevent it from
straying into the
path of misrule.

sacred text has nothing.
Under the
fixt forms of Church
of Englandism, such
application as has been
made has been to spur
on monarchical
power. p.2.

Remains the popular
sanction, for
tho' the higher powers
keep the lower ones in
order, there is no political
check on the
supreme power under
the British Constitution.
— Though such
check may exist
Americé where the
representatives of the
people are elected by
them; in Britain
where representation
is a fiction as
a cloak for misrule,
the popular sanction
is the only bridle to
the political one. p.3.

operate 1 negatively
by witholding demonstrations
of respect
— 2 positively by giving
demonstrations of
the contrary p.3.

But not only in so
far as combined with
power, but as being
factitious, the effect
of dignity is, to weaken
the popular sanction
by securing a given
and uniform quantity
of respect. This
respect is all created
at the expense of the
moral sanction,
because men are in
a manner forced to
yield that which
otherwise they would
yield or no, as they
conceived it conducive
to the good of the
community. p.4.
