§. Insuff

of

1 Only plausible reason
for plurality insufficiency
of stipend — but as
this is given as a reason
plurality should only
have place where this
fact has place.

A has not half month: viz. ought
Whatever the quantum
to have notice as
as is

plurality cannot be defended
where each of the
benefices is above that
quantum.

1. Only a good reason where
residence of a priest on the
benefice would not else
have place. p.5

This not the real reason
for attachment to plurality,
else it would have
been set up only in appropriate
dates. p.5.

If the object of permitting
pluralities was
effecting sufficiency of
provision, these arrangements
would have been
the consequence, viz

1. A mass of income fixed
on as a necessary and
adequate one — ex. gr.
£150 per an. p.

2. Unless two livings
conjoined amounted to
this of themselves or with
the individuals fortune
they should not be
joined, because in that
case, the object would
not be attained.

3. When a person is possessed
of the minimum
by one benefice, or by
that with his private
fortune, he should not be
allowed to possess a 2nd
benefice

4 Every benefice below
the mark would be kept
vacant untill benefices
fell in which would
raise it to the desired
amount. p.

5. When a man had
two benefices — one without,
the other with
duty, the 2nd would
have been conferred
only on condition of his
doing duty to the first.

None of these rules
ever observed, or proposed
for observance

The allegation that
allowance of pluralities
arose from desire
of securing a sufficiency
to the ministers,
was only a false pretence.

Will it be said that to
engage acceptance of
small benefices it is
necessary to add to them
others

Necessary to produce instances
to make out the
truth of this, where benefices
had lain vacant.

Per H. of Commons
Returns on the 14 May
1810 3,998 with cure
of souls under £150
per an. — 12 not above
£10 &c. and no instance
stated of any laying
vacant. p.4-8

Note that for Ch of Engl
qualification viz. reading
the paid simple bumper
is quite enough.

It is a lower qualification
than what is necessary for
a the General Schoolmaster —
