Episcopalian discipline
its radically inapplicable
to the enforcement of duties
of imperfect obligation

It has been shewn that to all these several purposes
Episcopalian discipline is radically inadequate, not to
say unconducive, and why it is so.

The power stiled Episcop It is only in one or other
of two ways that the power stiled Episcopalian ever has
been or ever can be exercised. One is the way of technical
procedure the other is the way of natural procedure

Exercised in the way of technical procedure, it
has not for many generations, nor under the habits and
customs that have been so compleatly and invariably immutably
established ever can be exercised other by any other than
a lay hand, operating according to the established form of a professor of and practitioner of Rome-bred
of the Rome-bred branch of technical is as it states
itself regular procedure.

But to the purpose of enforcing the performance of any duties other
than those of perfect obligation — for the purpose of enforcing
the performance of any duties of imperfect obligation
this species of procedure, as already shewn+, is altogether
impotent and inapplicable

+ II. Ch. Power in

Exercised in the way of natural procedure it may might
indeed, supposeing pur in so far as for this purpose power were given
by new laws, be exercised by the hands of the clerical ecclesiastic
potentate himself, viz. the Bishop.

But exercised by any hand in this manner, and
in particular exercised by any such hand, the power is
inapplicable to any good purpose inapplicable to any but evil purposes.
Exercised in this mode it is subject to no check
it is subject to no law.
