Appropriation
A collateral advantage, attendant on thre the employment
of this resource, would be that of favouring
Equality without prejudice done to Security,
and the keeping under that tendency to Aristocracy
which is generally and so justly which in the most enlightened of nations is become regarded ⊞ ⊞ regarded with the object of so general and so just a jealousy.
It is scarce necessary to observe to what a degree
the flowing in influx of succession from different quarters
have contributed to raise those enormous masses of
property which are apt to exercise so dangerous an influencing immediately
over the their respective neighbourhoods and the ultimately
over the whole state. To attempt ⊞ ⊞ at the expence of the proprietors for the time being to reduce them
from what they are already grown to, would
be an attempt hostile to the general security,
and beg with a mischief and infinitely beyond
every possible advantage: but to discontinuance by which
their further growth by such and gentle the operation of such mild and gradual
means alternatives as that in question as a measure would be a policy as
consistent with security as it as by would be productive
of care to the color contributing class of citizens,
and of increase to the revenue.
In this country such a measure could not
be proposed without a saving to for the benefit of
that average which has fostered into overgrown aristocratical body which has put its yoke so fast about our
necks:
