2. Relief to exalted indigence. This source head of
national prodigality is still more pernicious than
the former, being much worse founded in its
principle and more unbounded in its extent.
I will venture to affirm it boldly, and without
reserve, without any exception whatsoever: not
a penny ever was or can be given with propriety
in this sense. Every No such discretion is can
ever be made that is not chargeable with injustice
with 1. unjust, 2.⊞ ⊞ immoral & evil example in its example. 3 adverse to its own end. The Cruel
even to the very class it means to favour.
1 Unjust – for it takes from one part of the community
the fruits of their labour in order to bestow
them upon another part who do not labour.
2. Immoral in its exam It is unjust in another
point of view by aggravating by positive institution unnecessary intervention
that inequality of condition which to no a certain degree evenmust unavoidably
subsist between man and man, but which as far
as it does subsist is a misfortune to be regretted
not a benefit to be encreased
