Bounties for money given in encrease of wealth, the best that can
happen is to be thrown money and do no good,
the likeliest is to be worse than thrown away, & do
to do mischief. If I were obliged to disturb
industry in some way or other on pretence of encouraging
it, I would much rather do it in the
way of income taxes and prohibitions upon
rural branches than in the way of Bounties. By
taxes I should get money, by prohibitions I
should spend none, by bounties the best thing
I could ever do would be to fling throw away all
the money in paying men for carrying on an
