single exception employed in the minimization of good, and in the maximization
of evil upon the largest scale? Who in respect of the most prominent of his
functions – the function to which all others attached to the office constitute all of
them together no more than an appendage – was in England (for in Ireland there
has been a fellow to it) an altogether unexampled instance – was at any rate, even
supposing it to have a fellow – a very prodigy of inaptitude.

In regard to security for property against depredation and oppression at the hands
of Lawyers, in addition to a complete set of Codes embracing the adjective branch of
Law, 2.d th Procedure branch as well as the substantive branch – what the country stands in need of is
an entire new Judicial Establishment. Of that which an indispensible part and leading feature
is an all comprehensive system of local judicatorial: judicatories which to be adequate to of which taken singly
the demand, the logical field must be all comprehensive the liberal local field small – the number consequently in an unexampled degree
large.

Unfortunately under matchless constitution, justice, if by justice be meant
execution and effect given to what is commonly understood by the law, to wit the
substantive branch thereof taken in contradistinction to the law of procedure — is
impossible. The necessary quantity of money cannot be found: the necessary quantity?
no: not a fourth part — not a tenth part of it. So many other courses of
expenditure possess an undisputed a comparative title to preference in comparison of it.

1. First comes the demand for new more churches: and as a drop added to that bucket, capital for building of Churches
sinecures or worse than sinecures in the shape of Bishopricks and Archdeaconries for
thex Churches – the expense of which if the Salvation of Souls be an expense-worthy
object can never be too great: for in these massive solid demonstrations of religious
truth probative force is as expensiveness.

2. Next, and not till next ensues comes the demand for Palaces – not till next
incontrovertibly: Witness Church and King: Bible and Crown
