As in other countries so in this the people are convinced that it is only for the sake
of God's vicegerent upon this part of the earth that they are created any of them.

That his individual happiness is the principal and in case of competition the sole
end of Government.

That in what degree they are happy or in what degree miserable is if not absolutely
at least any rate comparatively a matter of indifference insignificance.

That it is in virtue of his royal pleasure and consequent permission that the means
of living, and thus life itself are in the possession of any of them.

That it was by his hand the blessing was given so by the same
royal and sacred hand it may at any time without injustice or cause of
complaint be taken away.

That forasmuch as it was for opposition to the royal pleasure and nothing
else that the members of the late Cabinet administration were punished – punished by acceptance given to
their respective resignations, so in the event of a correspondent addition thereby
made to the royal pleasure, their successors and the successors of those successors
at all future times may at all times be thus dealt with – to wit in subservience
to this only justifiable end in view, and in whatever degree detrimental to the
greatest happiness of the greatest number of the creatures of all sorts, thus created
for the use of the local Emanuel, the Vice God or say at once the God with us.
