J.B. to H. Br Suggestions as to Modus Procedendi in Law Reform Motion.

Speak principally,
if not exclusively,
of the imperfections.

Avoid speaking of
the Remedies contemplated.

3.
Reason. By bringing
to view any specific
remedy, you may
tread up some existing
prejudice
which will be played
off against you.

Examples. Say that the
Law ought to be accessible
to all, this
will raise up agst
you the rich aristocracy
whose wish
it is that it be accessible
to none but
themselves, and that
it may continue to
be an instrument
for keeping under
depredation and oppression
the great
body of the people.

Example 2. If you
propose universal
codification, i.e. substitution
of really
existing to imaginary
Law on every
part of the field
of Legislation, Law
of which, on each
occasion, two opposite
slices are made
by each party

suiting their respective
purposes,
this would bring up
against you the amateurs
of the Common
Law, which is the perfection
of Reason,
and the matured
fruit of the wisdom
of ages.

Example 3. So sure as
you propose what
will be beneficial
to all but the Lawyers,
so sure will
you thereby propose
something which
will be, or will be
thought to be prejudicial
to the Lawyers.

Not improbably, seeing
this, they will be
for calling upon you
to propose your remedies,
to wit, for the
express purpose of
playing off against
them the above sinister
interests, interest
begotten prejudices,
and authority
begotten prejudices.

by saying to
be sure you have
your remedies in
contemplation for
most if not all the
imperfections, but
that you think it
will be too much
for
