My dear sir:
On the subject of the speech, I much
question if it would be prudent to explain the whole
extent of the alteration it's adoption will make in
our system. This might alarm, and prevent what
I really hope may be accomplished, a cry in the
country for the "Plan, and the whole Plan" - thene
contained. If this could be raised the work of reform
is nearly compleat: all the rest of it will follow.
Hence, for your own Government
and submitting to your judgement the propriety of
stating on withholding it. I inclose a sketch of the
amount of the charge - that is an estimate of the
state of things, when the plan shall be adopted.
I have entitled it the Upshot.
