Brougham on the state of the law examined:
or Observations on a work intituled Present state of the
law. The speech of Henry Brougham Esq. M.P. in the
House of Commons on Thursday, February 7 1828 on

his Motion, that an humble address be presented to his
Majesty, praying that he will graciously be pleased
to issue a commission for inquiring into the defects occasioned
by time & otherwise in the Laws of this realm &
into the measures necessary for removing the same.
Quere whether to publish these Observations (should they be published) in J.B.'s name or as an article in the Westmr
Review separately or in conjunction with J.B.'s Petition ?

Note on J.B. in p.85
In the 85th of 120 8vo pages of which in its colourful and
corrected form this justly celebrated speech is composed is a Note
in the term following. It is fitting that we speak with
reverence even of the unfounded doubts of so great
a man & profound a Jurieonsult as Mr. Bentham.
He is, beyond all dispute, the first who taught men
to examine the foundations of our Institutions,
and the abuses that have grown up with them.
Sir S. Romilly was the first to question them
in Parliament.
