Course constantly pursued
by JB to bring forward
common extensive rule,
and a corresponding strain
of less extensive rules and
at the same time a string
of rules proposed to be
substituted to it

The principle and Rule of all comprehensiveness having for these
12 years not to say for more than 50 years been loudly presented and
been to the best of my ability uniformly pursued by me, whispered as it were in a
, and on one part of the field pursued professed to be by him, the
course which, in and by these observations, I shall pursue is —
to bring in & on each occasion, some more extensive rule and is ripe to <add> proposed points of practice perfect
and therefore a correspondent string of less extensive rules and proposed
points of practice [in the numbered] which be in either
included in it or superseded by it; bringing to one at the same
time when any such happen to be of rules and
laid down is practice recommended by him in contravention
to this is that in his rules.
