Whatever were the number in a way greater Judges
could not of themselves do every thing. In judicature Judges could
no more do serve without subordinates of various kinds, than a warfare
Officer without Privates. Laying hold of and things:
going on messages: penning and copying written instruments: keeping
accounts of every thing that was written or done: keeping the
door of the hall of audience: calling in and taking out
packets, parties assistance or substitute and witnesses: all
these operations required to be performed: and matters that are
not paid for in performance. For the purpose of past judicature To the performance

To the apt performance of the business necessary it was
obviously and incontestably necessary that the instruments of all
sorts, minute a minute should be at the command
of the : by him taken in hand, by him put
out of hand at pleasure. With one single exception (the exception

of justice (the Officio Publico it was called) the Master man
