II. Semi-Reformists

To the establishment of reform in any line the necessity
of its being proposed is sufficiently evident. But to the
establishment of
accomplishment of that same ultimately desirable purpose
the exposure of abuse is not less though not quite so evident
will be found without much study be presumed to be
not less indispensable
