If the pleasure of punishing this is what you wish for
go repair to Westminster. Eton and Winchester Schools for

But if obedience is what you wish for first proceed in the first place to
render it possible. Look in to which field of thought and
action: pitch upon the spot in which it is your wish that
obedience should spring up. Cover them with existing law
from feckless purely imaginary obedience can no more be guaranteed

To law makers no
pay needed

Well then here to get this same really existing
law. Need you pay men for it? Not you indict: no more
