Do this, and the hands the most fit for it are the hands
from which it will come. Upon terms such as these, by no workmen
but such who in their opinion at least are fit for it will any
work be sent in: and sure enough by no men who but are who in his
own opinion at least is fit is not fit for it will any such labour
be undertaken. True it is, that in this case, by some that
are more or less unfit for it, will to more or less extent
be sent in, but not less true is it, that if in the whole county

and paying men at what price you please for punishing,
and at the same time producing offence delinquence instead of obedience,
