"Calcutta, Feb. 10.

"One case has lately made some noise here, and
"it is a pretty illustrative of the state of things. In a cause of
"great importance, it became necessary to prove that
"one of the parties had very frequently duped the authority
"of the Court, and had been, indeed, more than a hundred
"times in contempt. The proper officer was applied
"to give a certificate of the fact — "No," said he, to the
"applicant, "no such certificate shall you have —
"but you shall have one hundred certificates, for
"each of which you must pay me my fees, and
"you may go with these into Court, and prove your
"case." So the poor suitor, with what appetite
"he might, was compelled to pay the fees a hundred
"times over, and to go into Court with his
"huge bill of affidavits; blessing, of course, the prompt,
"the cheap, and the considerate administration of British
"justice.

"Such a state of things is a premium upon
"violation of the laws – a premium, whose amount
"rises with every new act of disobedience – with another
"violation, another difficulty is to be surmounted
"by him who suffers from the violation. In the
"case in point, there were occasions when the refractory
"native – his name is Isser Chunder Pal Chow:
"– had resisted, by an armed force, the execution
"of the writs against him – had wounded the officers
"of justice, and even compelled them to retreat.
"The circumstances of the case are curiously illustrative
"of the situation of things, both legally and
"politically. It was stated, during a part of the
"proceedings, that 'Isser Chunder had come into
"contact with the Judges one hundred and thirty
"times, and so often had he come off victorious:– so
