On Sec. Peel's Police Salary-raising Speech
The evil then – this first of the two alledged evils
is barely imagined. But to go on with the argument – and
for the purpose of the argument let it be real: real for the
purpose of examining the alledged proposed remedy
Before we enter upon the consideration let it be observed
in the first place that were it in itself ever so effectual one
we should not be anything the better for it. Does he propose to
give it us? Not he indeed: he does but tantalize us with
it. Comes the act of parliament. Is it in the act of
parliament? not it indeed. It is a remedy security in
of a of : the Late Secretary – himself
the present Secretary and their successors to the
to the end of time or at any rate to the end of the time
when upon grounds equally irrefragable addition
will be required and granted.
Now then this security – what is it? The clues
one conception of it the less will be our regret at seeing
how far from sense is the hold on him upon it.
In future with the exception of the non Barristers
in existence at present in the office all the possessors of it are to be Barrmen.
Barristers? and of what standing? Of not less
than three years!
