J.B. on Peel Penal Codes.

In relation to Mr Peel the experiment is in my eyes a conclusive one
for supposing the proposition of change may Common Law
as Statute law advances continue to be registered – my grievance is
that not only nothing that Mr Peel has as yet done,
but nothing that it is or can ever be as he
to do in relation to a form in the in question to be given, ever can be productive
of any .

For this I venture to advance as a truism. Wheresoever
Judge-made Law alone Common Law reigns,
security is in every shape is an empty name:

Moreover as between Mr Peel and me, the matter
stands thus – He is upholding a dark and
ever rapacious ever oppressive despotism subdespotism the instrument
of a superior yet concealed though superior despotism – I am
constituting it.
