I have attempted to avoid the boil
to which you refer in your letter — of
lengthy and involved Phraseology — avoiding
at the same time another boil on which
you also comment. I mean that of
leaving the Law vague and undefined —
and liable to constant alteration in
practice, at the discretion of those
who have to administer it, in consequence
of the use of terms not sufficiently precise.
