number necessary to produce universally accessible justice,
nor in any thing like an approach to it.

Now as to France. Number of judicatories
of the first instance called Justices de Paix, 2,854: all
these single seated ones. Number of Many-seated ones, – of Tribunaux de Commerse,
892; of Judicatories styled Tribunaux de premiere instance, 1,600; (which denomination agrees with them in some
cases, but (if I do not misrecollect) not in others; and of Cours des Comptes, 22: of
Cours Royales, 741: and besides of those of the Appellate Judicatories, by the styled
names of Cours de Cassation, 47. Such being the actual
numbers, remains for calculation, what would be the
number for such a part of France as would be of the
size of England size of England Remuneration of a Juge de Paix in a great
majority of those positions not more than £50 a year: in the instance of the
highest paid Judges of the highest Courts, not so much as £750 a year.

Even in England, – With unimpeached intellectual capacity
as well as integrity, I remember my next door neighbour
in Lincoln's Inn, Mr. Long, officiating as Judge of the
Sheriff's Court in London, for not more than £100 a
year salary, for a long course of years, and without
any prospect of promotion.
