Codification – J.B. to Peel on his Property Code Speech 27 March 1827
Sir
My ultimate object has at all times been to render
the rule of actin as conducive as possible to the
only definitive end of government – the greatest happiness
of the greatest number. Accordingly in my Codification
proposal (a copy of which I believe you have) an
immediate object was the maximizing the number of
those who should employ their endeavours to that end.
On the other hand, if my object had been were
to render the rule as conducive as possible to the greatest
happiness of the ruling few, by sacrifice to it the greatest
happiness of the greatest number, an intermediate object
corresponding and opposite to the above would be the minimizing
the number so employed.
Taking now this last mentioned object for an end,
what is the course I should take for the attainment of that
end? I should look out for a set of persons whose
particular interest were as hostile as possible to the universal interest
of the greatest number and I should do what depended
upon me to confirm to those the consideration of the subject
by causing it to be understood that to whatsoever they
should produce the attention of government would be bestowed,
and that in the production of no other individual would any part of that
attention be bestowed.
