of these matters. Indeed when the subject was brought
forward, he thought he should best conduct the advantage
of the public in proposing to devalue the preliminary
enquiries upon a Commission
to be specially
appointed for that purpose
; since he was convinced
that the inquiry was of such a nature, that
it could not safely be intrusted to one individual.
H should therefore consider it best to refer it to a
Commission, to be assisted in their inquiries by Gentlemen
conversant with the subject. Whether these
gentlemen gave their services gratuitously or not
would be a matter of little importance
– though, if
they aided the Commission by their labours, he thought
they ought to be allowed some remuneration.
The Right Honourable Gentleman concluded by expressing
his opinion that some inquiry into the possibility
of effecting an alteration in the mode of
transferring real property was absolutely necessary.

Mr Peel said, that he did not mean to pledge
himself to grant a Commission
, but her certainly
did wish that some inquiry should be instituted,
and that such an inquiry should be conducted
by persons of such experience, as to carry with it a warrant
that what they proposed was judicious and might
be advantageously adopted
. He could, however, assure
the House that this subject should very shortly
be fully brought under their consideration, but nothing
could be done till there had been a most minute
inquiry instituted
, in order to ascertain correctly
the extent of the evil, and the best means of
remedying it.
