Sir,

Jury packing is now my theme. For regard to packing In the framing of that Jury Bill Act, on
which your name is stampt, which of two objects – abolition or establishment – was the
to abolish the practice, or to establish
one reality aimed at,I declare myself with
all sincerity, I am altogether not yet utterly unable to determine. which
was the real one.
But, be it may in regard to whatever may have been the object
the nature of the case has puts into the hands, even of so powerless
an individual as he who is thus troubling you, the means
by which the effect will, ere this session closes, have been made visible
to all eyes.

An entire work of mine had been directed
to this subject. I can not quit it in the state in which, led
to it of late by accident, I had the was no less surprised than mortified at beholding it.

The inclosed paper will speak for itself. On
this ground abovementioned, a Bill will this session be brought
before Parliament (a) and the public for the chance of obtaining the amendment
the demand for which, along with the proposed tenor, is there
explainant brought to view. It is to avoid the incumbering your attention with
needless matter, that the quantity sent is thus limited. It will
make

(a) 11 Oct 1831. Added in a copy of this letter sent to Mr
through Dr Bowring a Note in these words – If I meant by Mr O'Connell who, wrote in
one letter had said to me You have now a Member of Parliament: but, though living in perfect
amity has never been to be prevailed upon to do that or any thing else for me – J.B.
