Could I find time to give this paper a present perusal, I should not expect to find any thing in it, to which any part of my present opinions would be opposite. But having since that time, had occasion to consider the matter in the ulterior points of view, I question whether if, for argument's sake it depended upon me, whether the institution in question should have place, my decision would be in the affirmative. What I remember concerning it is this: during the time when Lord Grenville was first Lord of the Treasury, I drew up the paper, and transmitted to him one or more copies, I suppose it must have been through the hands of my intimate friend and disciple Sir Saml. Romilly, then Solicitor General. He not long after informed me of the fact of Lord Grenville's having made it the subject of conversation at one of his levees. I am inclined to think of approbation likewise; for, shortly after, I heard of it's having been taken once more for the subject of conversation by the noble Lord in the same place. Much about that time, Romilly read to me, and then put into my hand a Letter in which a meeting was spoken of as being about to take place at the Treasury, for the purpose of taking into consideration the measure of dividing, into two judicatories, the seated court of session; and in it was a passage, in which my name was mentioned, and of which the result was that on the supposition of my presenting myself for admission into that assembly, I should not be considered as an intruder. To my friend Romilly, my question there upon, (and it was the only question I put to him,) was
