Review of Humphrynan with Anti Peel

Address to the people.
Every man is accessory to the abuse who
expresses general approbation of functionaries who
have omitted to do what depended on them
for the abolition of it.

Why this one productive
interest, is it stating
they are natives and
expressions for zeal for the
public but upon condition
of being so in this case.

Whatsoever be the purpose which on the occasion in question
it is the endeavour of the legislator be he who he may to accomplish
he employs in such his operations takes on this occasion the course and the only course which the
nature of man presents to his view as capable of giving effect to it,
he forms on the occasion in manner suitable to the occasion or the
on the part of the each individual in question
the appropriate connection between interest and duty. He takes
in hand for this purpose the two instruments – the only instruments
capable of being made applicable and being accordingly applied to
the purpose: namely the matter of reward and the matter of
punishment. In relation to the act in question what is his desire? Is
it that? Is it to give birth or repetition the correspondent to it, he attaches to
the matter of reward? Is it to render it prevent it the performance of
it in future? he attaches to the performance of it the matter of punishment,
he takes these arrangements in consequence and in proportions of which in so far as
they are successful every individual by whom the obnoxious act is
taken exercised in part made to suffer in some shape or other to suffer pain.

Thus much as to the design. Beginning with the cause thus it is that from the cause follows Now as to the effect.
the effect Beginning with Looking from the effect let us look to upwards and backwards to the course. Whatsoever
on any occasion it is is the course line of conduct which it is a mans
interest duty to take – that is to say which on the account of the public
welfare it is desirable he should take, if of the legislature makes
it
succeeds in making it his prevalent interest to take it he take it accordingly
the requisite connection between interest and duty is accordingly effect brought to the
requisite degree of strength, and the exercise of the act is the consequence:
and again what soever is the line of conduct which on
account of the public interest welfare it is desirable he should abstain from taking,
if he succeeds in making it the man's prevalent interest to abstain
from taking it, the connect requisite connection between interest and
duty is in this case also effected brought to the requisite degree of
strength, and the non-exercise of the act follows in consequence is the consequence.
