Mr Koe's Memorandum of his conversation with Mr Courtenay, (Clerk
of the House of Lords) in relation to Bentham, Scotch Reform and Lords' Delegates Plan.

I was in the Library of the House
of Lords on Tuesday the 3d of April 1827,
and was looking over the Catalogue
of the Books, and observed among them
"Bentham on Reform": just afterwards
Mr Courtenay came into the Room, and
I observed to him I was much surprized
to find such a Book in such
a place: he said it was the Book
on Scotch Reform, and added, you may
remember that I was appointed one
of the Commissioners who went to
Scotland in 1822 to meet the Scotch
Commissioners to consider what could
be done for the Reformation of the Scotch
