Oh yes! For If the removal of abuse be were suffered to begin, who
knows where it will would end? Such is the question which each man
puts to himself: such is the question which everyone puts to every other.
Sir there were two parties or of people or classes in all Cabinets
at that Honorable and Right Honorable, there
are constantly two sorts of men: constituting two two sorts of men, and as many classes and standing parties
that love themselves more than they hate the people; and
those who hate the people more than they love themselves.
In the first you have the class; in the other the Castlereagh
class. Which of the two Mr Peel belongs to, I know
no more than he himself does. Not I indeed, nor does it matter a straw.
What I do know, because it is what every body sees is –
that Mr Mr Peel has bought into the form of Judge and Co.
and whereupon instead of Judge and Co Peel and Co might be the name of it, inasmuch if
Judge and Co but that by another such blast
as the Test Act gave him, he might at any time be blown out of it:
while Judge and Co will continue flourishing and
encreasing its capital so long as a fee finds its way into
the pocket of a Judge, or of a man placed put into office by a Judge.
Mr Peel being in the , or to having thus introduced himself, into the firm, hence
one cause, though blindness may be another why to
Mr Peel consolidation is detestable, Codification unendurable.
Consolidation detestable? why? because it trouble to Co
in Statute bending, while to Law- the rule of action it leaves by leaving
the all-pervading justice of Judge-made law and unexpelled, it leaves the rule of action
set as as ever: Consolidation Codification,
unendurable? Why? because substituting everywhere real law to imaginary law –
legislator-made to Judge-made law – it puts would put into the hands
and lodge in the mind of every man his rights and his
obligations: giving him thus the benefit of all the rights professed to be
conferred on him, and saving him from being punished
for the non fulfilment of obligations the fulfilment of which
had purposely been rendered and kept impossible to him.
