Suppose since not the best this would apply to the best\

Now mind the unhappy condition of human nature.
The only compleat body of laws a people can have is among the worst
possible: the work of a despot, framed for the by the under orders
of the despot, for the personal purposes of the despot, for the promotion
of the personal interests of the despot, interests diametrically opposite
to the interests of the people. This is the sort of the body of law
which the people can have wherever there is a despot, and there but nowhere
else.

The sort of body of law which even supposing it the best
possible the people could not have any where, even suppose it
ready drawn up is the best possible wherever whatever it may be.
Under a despot they could not have it, for it would in a thousand
points be in contrariety with the interests of the despot, and that contrariety
would be too obvious not to be seen by him. Under a despot
the establishment of it would be the work of an instant, and that instant
would have place whenever he pleased.

having in view from beginning to end the universal interest, to
which in one part one particular interest would be opposite,
in another part another and so on, each of these separate
interests would be up in arms against it: and thus each of
them in defence of his own narrow interest would define their
concurr in the existence of that great instrument of general felicity
by which the best provision possible would be made for all of them.

sinister interest of the lawyer tribe. Misrepresentation
is their constant study their constant practice: and all the power
of this their art would be summoned up and pointed against
this instrument of to the people.
