Box 13 contains Bentham's correspondence with Spain and Portugal in the early nineteenth century. 1820 was a critical year for Europe, as a wave of revolution spread across many parts of the continent. Bentham was particularly intrigued by the establishment of new liberal democratic regimes in Spain and Portugal. He was in correspondence with politicians in these countries in the hope of influencing the codification of new sets of laws.
