To Mora?
What? (they would cry) would you condemn a whole
people unheard? Force them to receive a compleat body of laws – a work
in which their lives and fortunes – in which every thing that is
dear to them is compleatly disposed of: and this without even
the possibility of being so much as heard against so much as
a single particle of it, has destruction so ever, even without
and even contrary to the intention of the draughtsman to that effect
it might be found to be?
Yet this is what and without a , was actually
done under Bonaparte: done not only without any preponderant
mischief evil, but with a degree of public benefit which is recognized
by his bitterest enemies: recognized by the most incontrovertible
of all recognitions, the continuing it in force: done by under
and by a ruler, who in doing it had no other object in view
than his own personal and sinister interest: a man who
was all self, who had no benevolence, but who happily for
