If there were any M influential Member of the Cortes who
see these matters in the same point of view than we do—
Puigblanc for example or Calatrava or I might by perhaps
by these means correspond either with them or you or both
through the Spanish mission or Consulate here. Note, that
all this intriguing work in the field of Administration is most
distasteful to me: in that of legislation is my sole delight.
Nothing but the idea of necessity would thus have driven me into
the others. Note moreover that unless some such persons
as not only content but zealous to ccoperate, all labour from
persons in your relation and mine would be altogether useless.
Portugal — I do not see how it is possible for the Portuguese
to have let their King return the best product of power unless they let
him have the whole back again: and if they do not allow him more

from any Code of my drawing, the Monarchists and Aristocrats
will of course expect more or less that would not suit
their purpose, yet they may also expect more or less that might
suit their purpose. If given, I should accept the invitation,
for the fact of the invitation, as well as the Code produced
by it, might be of use in countries less unhappily circumstanced.
But as my feelings would be cold in comparison of
my past hopes, so would unavoidably be my answer — not to
say abjurgatory. For, as the Cortes if not dead will be asleep
for the next eight months, should there be need of correspondence,
what correspondent could I have, but a member of this
worthless Ministry?.— And to mar every thing, there would be the Minister of the Colonies whom I have so grappled with
